Pre-plan

I hate that made-up word. It's everywhere now, together with its “pre-” brothers and sisters like pre-pay.

So what does it mean exactly to pre-plan? Planning per se is an activity that is done before activity. So then, to pre-plan is to plan before planning?

Perhaps I'm just obtuse in my old age?
